The Fiscal Employer Agent helps by:

  • Processing caregiver payroll

  • Withholding and paying required payroll taxes

  • Issuing W-2 tax forms

  • Processing new caregiver employment paperwork

  • Conducting required background checks

  • Maintaining employment records

  • Tracking authorized service hours

  • Providing electronic visit verification (EVV) tools when required

  • Helping ensure Medicaid payroll requirements are met

Their role is to simplify the employer responsibilities so you can focus on directing your care.

Which Fiscal Employer Agent Will I Use?

Your Fiscal Employer Agent is determined by your Medicaid coverage and Managed Care Organization (MCO).​ The two Fiscal Employer Agents serving Virginia's Consumer-Directed Services program are:

Consumer Direct Care Network Virginia (CDCN) and Public Partnerships LLC (PPL).

Supporting the Administrative Side of Consumer-Directed Services

 

Choosing your own caregiver gives you greater control over your care—but it also comes with employer responsibilities. That's where the Fiscal Employer Agent (F/EA) comes in.

The Fiscal Employer Agent is responsible for handling the employment and payroll functions of the Consumer-Directed Services program. While you remain the Employer of Record and direct your caregiver's day-to-day work, the Fiscal Agent manages many of the administrative tasks required by Medicaid.
