Which Fiscal Employer Agent Will I Use?
Your Fiscal Employer Agent is determined by your Medicaid coverage and Managed Care Organization (MCO). The two Fiscal Employer Agents serving Virginia's Consumer-Directed Services program are:
Consumer Direct Care Network Virginia (CDCN) and Public Partnerships LLC (PPL).
We're Here to Help
As your Service Facilitation agency, we work closely with your assigned Fiscal Employer Agent throughout the Consumer-Directed Services process. Whether you have questions about enrollment, caregiver requirements, Medicaid policies, or coordinating with your Fiscal Agent, we're here to guide you every step of the way.

Fiscal Agent:
Supporting the Administrative Side of Consumer-Directed Services
Choosing your own caregiver gives you greater control over your care—but it also comes with employer responsibilities. That's where the Fiscal Employer Agent (F/EA) comes in.
The Fiscal Employer Agent is responsible for handling the employment and payroll functions of the Consumer-Directed Services program. While you remain the Employer of Record and direct your caregiver's day-to-day work, the Fiscal Agent manages many of the administrative tasks required by Medicaid.
